Bushfire Attack Level (BAL) Requirements
If you intend to build, renovate or repair a home in a bushfire prone area, you need to follow building standard 3959-20099. This standard specifies the construction requirements on residential buildings for better fire protection. This ranges from construction measures that provide ember protection through to direct flame protection.

The aim of the new residential building standard is to:
- improve the ability of a building to withstand a bushfire
- provide greater protection for the occupants who may be sheltering in it while the fire front passes
- to increase the chances of the building surviving
What is a bush fire attack site assessment?
For properties in bushfire prone areas, before your begin designing your new home, you need to undertake a site assessment to determine your property's Bushfire Attack Level (BAL).
The bush fire site assessment determines the construction methods that must be used.
The standards cover a range of factors, including the Fire Danger Index, land slope and types of surrounding vegetation and its proximity to the building.
